The basic stuff you should verify when making your short list of contractors. Don’t assume that every contractor is on the “up and up” with licenses and insurance. Ask for certificates and documentation to back it up.
1. We are a Class A contractor (license No. 2705091141) in the state of Virginia. In other words we have reached the highest level of contractor status in Virginia. To obtain a class A license a contractor must prove financial stability, construction and building expertise, and be of good character. You can visit the Virginia Dept. of Professional and Occupational Regulation at www.state.va.us/dpor/ and check for yourself the license status and view any complaints.
2. Member of the Better Business Bureau – of course we are
3. General Liability & Workers Compensation Insurance – yes we are fully insured. The state of Virginia requires that contractors carry workers compensation insurance if they have 3 or more employees. Would you really want to do business with a contractor if they don’t have 3 or more employees?
4. References & Testimonials – please read the testimonial letters that we have provided on this web site. We will also provide you with phone numbers of customers if you wish to discuss with them their experience with us.

1. Top Notch customer service. We are always available to talk with you anytime. Top Notch Contracting, Inc. is a family owned business. We do not take on more than two to three large jobs at one time therefore allowing one owner to fully supervise and on-site manage your job.
2. We don’t sub everything out. In other words we are very involved with your project. We only us a handful of trade partners (sub-contractors) that we have a long standing relationship with for electrical work and plumbing. We do the rest.
3. When working in your business or home we remove our shoes, no smoking of course, and are respectful of your business and home as if it where our very own.

Whitley Blake, President and Owner
Whitley has over 10 year’s construction experience with both residential construction and commercial construction. Among Whitley’s projects include: a design built ¾ million dollar pet resort in Glen Allen, VA; several interior up-fits including Cold Stone Creamery and several salon and day spas.
Whitley’s residential projects include numerous major renovations and additions throughout metro Richmond. Whitley is the class A license holder for Top Notch Contracting, Inc. Whitley is also ICPI (The Interlocking Concrete Pavement Institute) and NCMA (The National Concrete Masonry Association) certified installer.
Whitley has a Bachelor degree in Business Management from Virginia Commonwealth University – VCU 2001. Whitley was a former Board of Director for the Chesterfield County Chamber of Commerce (1998 – 2000) and is a Rotarian of South Richmond.
Bryan Clevenger, Vice President & Safety Manager, owner
Bryan has over 12 years experience with commercial and residential construction. Bryan started his construction career as an apprentice electrician before joining Top Notch Contracting, Inc. as the VP of Field Operations. Bryan has overseen many projects including most recently the concrete pole bases for the site lights at the White Oak Village Project (Laburnum Ave. and Interstate 64 in Richmond, VA) by Forrest City and KBS, Inc. and Capital Electrical Contractors. His commercial and residential projects are throughout Richmond and metro area. Bryan is also ICPI and NCMA certified.
Julie Blake, Office Manager & Marketing Director
Julie has over 10 years experience with office and retail management. Before joining Top Notch Contracting, Inc. Julie owned and operated an interior design firm where she worked with homeowners as well as business owners. Julie has attended VCU as well as working on a small business management certificate from John Tyler.
Julie brings a great deal of creativity and enthusiasm to our marketing efforts. Julie is in charge of our accounts receivables and payables. She makes sure that the paperwork is completed and all of the details are addressed.
Matt Williams, Field Supervisor
Matt has been an employee of Top Notch Contracting, Inc. since the company was founded. Before joining Top Notch Matt was a retail store manager for over 9 years. Matt knows how to get the job done right and one time. Matt is a Top Notch supervisor and always has the best interest of the customer in mind when working on a job.
Kevin Ingram, Lead Masonry Forman
Kevin jointed Top Notch Contracting, Inc. in 2005. Kevin is the supervisor for all of our residential masonry (Hardscape & Concrete) projects. Before joining Top Notch Kevin owned and operated his own small residential masonry construction business. Kevin has dedicated his life to the masonry trade and is the best in the business. He is a perfectionist and will not let any detail go untouched. Kevin’s work can be seen in our residential and hardscape photo gallery. Kevin is also ICPI and NCMA certified.
